Good start on the scenery, Ok so fs uses texture sizes on multiples of 2 i.e. 256x256, 512x512, 1024x1024 etc
Once you have applied these to your model in gmax, use imagetool. Open your texture in imagetool, go to image/format and change to dxt1. Then go to image/create mipmaps and finally save your texture using its original name in the texture folder where your scenery bgl was placed i.e. addon scenery/texture if you placed your bgl in addon scenery/scenery,
I'd strongly suggest reading the gmax/fs tutorial that comes with the fs2004 sdk. It explains in great detail the process of getting your model, textures etc in fs2004. It explains how to model, texture and place a house in fs2004.
You're onto a good start though, thats how I started and you can see some of my most recent works here:

Best of luck,
