But where in the aircraft.cfg is the option to icnrease drag caused by speedbrakes?

I know this doesn't answer your question much, but why would you want to do that? The drag the spoilers produce in flightsim is already so unrealistically high! Just curious.

It's not in the aircraft.cfg file, it's in the .air file under primary aerodynamics

It's for a plane in development, the current value produces very little effect compared to the real

I don't know where you're getting you're information from but the A321 does indeed have spoilers.

Yes, it does use a autobrake system but it also has spoilers that are controlled by servojacks. They can be controlled manually or automatically. I'll even save you the effort:
