The terrain started doing this today and I don't know why. I also just installed the Dodge Viper.

How can I fix this? This is happening to the water, terrain, buildings, etc. Is it because of the Viper?

Often times you're looking at a breakup of the polygon figures, so the view becomes distorted. Though if you're seeing this throughout the game, you can remove what you installed and see what happens. If it doesn't fix itself up, your video card may be the culprit. Onboard video or a spare card would confirm an issue like that, if either show a correctly processed view.
