I'm continually missing these contests and for the first time that I can recall, I'm here actually early enough to vote. What is the schedule for submissions typically? Are they announced anywhere?

Yes, each of us is responsible for our own shots in making sure that they conform in every way to the contest requirements.  We honestly can't expect the contest host to do the work for us that we're responsible for.

Number four gets my vote, however all the shots this month seem to be of a quite similar standard. Not the best contest we've had IMO.

I don't have time to do any of that so the way i see it is that if other people can perform these tasks quite fine then why shouldn't you. Im not going to do it for them. If this seems harsh, i appologise because you seem to be quite new.
