I cant find an option on DXTBmp or Image Tool to save without mips. Anyone care to enlighten me?

IIRC in DXTBmp on the right hand tool bar kind of thing there should be a checkbox that says 'Include mips when saving' or something of the sort. Uncheck it.

Here is what I have (I've checked all of the buttons with the lines through them):
I have the following menu options:

Load Normal Image
Load DDS Image
Load Targa with Alpha
Save Extended Image

Use Dither with Enhanced Mip

Hmm, something has definitely changed since the last version of DXTBmp I used.
Anyway I found this tutorial using imagetool it could help:

Well the mips are gone from Image Tool, but they can still be accessed in DTXBmp (unless it automatically generates them). The textures also still appear blurry...? I know this is independent of the game because all of the downloaded repaints are crisp.

You're using 4.00.56. read above, the problem has been solved. You might consider getting the newest version as well.
