No, that's a typical landing at that airport, and yes the wind is a factor look at the wind sock.

that is a very good approach into KAI TAK. I have seen pics of wing hits and engine hits 
that was a very good landing for that airport. thats exactly how your supposed to do it.

I have seen that video before. Isn't it impressive how he 'hangs' in the air over the runway to turn back.
