Do I need to have the GMAX SDK installed in order to create sceneries? The reason I ask this is because the link on microsoft's website doesn't work. I downloaded it off another site, but I get a data1.cab error when trying to install it.
So, If I don't need it, I won't bother trying to get it to work.

You only *need* the 2002 gamepack if you're going to be creating groundpolys. The FS9 gamepack is much more powerful and the use of XML to place things is a lot easier and more efficient with memory.
Try a few more sites and you should find one that works. It's hosted in quite a few places.

you cannot get the fs2002 gamepack for gmax, it only comes with the fs2002 pro game discs, if you get the fs2002 SDK for gmax from the internet you may find that your ground polys may not work properly. for fs2004 development you should use the gmax pack from the fs2002 discs, if you are only make buildings and cars etc your fine with the fs2004 SDK for gmax,
basically if you want to make ground polys for fs2004 you need the fs2002 pro discs.
