Does anyone know of a freeware panel designer? I am interested in trying and I don't want to buy FSPanel Studio.

you can download the demo version. It lets you add and move gauges. Once your happy, make a screenshot, resize it to your panel's resolution and you can read the screen positions for the gauges in your graphics program.

it works fine for start at panel design

Or use photoshop to create a panel and gauges, and notepad to code and place them.
