I think it's a wee bit more complicated than that .... but Norwegian_Hawk, TCY and PiP are the ones that could better advise you ....

You want to change the actual textures? That's a tricky business. Some are "full" sets, and are named in Scenery/World/Texture as (for example) 133b2su1, for the summer Lava texture example 1, and 133b2hw1, the same but in winter with snow (I assume you know the sp, su, fa, wi, hw, lm extensions), and so on for all variants. Many of the very specialised textures (like Ice) use this.
However many landclass textures use a file used by another texture. For example 009 (Upland Tundra) uses the same texture in summer as temperate grassland, but different ones in autumn, winter, etc. This means that if you change the file you'll change the file throughout FS, including perhaps many places that you didn't mean to. As far as I am aware you cannot change the allocations of the textures.
I presume you are confident with replacing DXT1 textures. If not, give me a shout.
