You mean how to specify which .wav files to play at what time? If thats the case, you specify which files to use when in the sound.cfg file. If you look at one in your FS9 folder, it has different sections, example:

[JET_WHINE.1.05]
filename=X_A_JT8D_1
flags=0
viewpoint=2
rparams=0.130000,0.540000,0.780000,1.900000
vparams=0.200000,0.000000,0.270000,4.000000,0.3100000,24.000000,0.4200000,50.000000,0.500000,53.000000,0.5500000,9.000000,0.620000,0.000000
link=JET_WHINE.1.06

Please not I am not an expert at sound files. But anyway, These are the guts of the sound.cfg that specify which wav files to use. I don't know what all the numbers mean, but it shows which file to play at the filename=X_A_JT8D_1 part.
