Hmmmm .... okay; only one more thing I can think of to check -- you have an arrival time at the airport you want TNG's to be performed; how soon after that arrival time is the departue time? What I'm getting at is, if the aircraft is delayed any in its arrival at the airport for the TNG's, ATC may read that it doesn't have enough time to execute properly and sends it on its way to the next destination.
If that isn't a factor, I have no idea. Good luck.

Nah, there is more than enough time between TNGs and it's next leg start time... several hours. Can't really pinpoint a cause.
