Who gets paid for it?  The guy that made the video?

YouTube certainly isn't paying him; he is not a part of their partner's program which is the only way you can earn revenue off of YouTube videos.  Surprisingly, I received an invitation but the amount you make is pretty insignificant unless you have a good size viewership.

Firstly, I'm sorry for continuing a rumour, but I thought it was real.

Secondly, I'm not the owner of the video and I randomly found it in YouTube. I don't make any money from it! Whoever said that video is mine?!

if you're linking my quote to what you say - then you're mistaken in what I mean.

I meant the guy who made the video - I thought he mightve been enrolled in the Partner Program (which payes video uploaders so much per hit per video or something like that)  and he mightve made a controversial video to get hits. [/conspiracytheory]

People in the Partner's Program will have an advertisement appear on the page above the 'Related Videos' or it will play before the video (like on Hulu).  Then, I believe they get paid by clicks on the advertisements, not by video views.  After all, YouTube makes money off of the advertisements, not the videos.

I've also heard of YouTube asking users to use Dreamscape in their videos, and that way both users and YouTube earn money.

Are you referring to the song?  If so, it is something that has been overused and I no longer hear it.  But I fail to see how they could profit off of using the song.  Even if they could, the most viewed channels certainly aren't using it so it isn't going to earn YouTube much money, much less for the users.
