And, do you want an ILS for TNCM? There's an addon which ads an ILS freq to the airport, so it says. I haven't tried it.

Localizer is at the approach end of the runway and the glideslope is at the departure end...

TNCM does NOT have an ILS. It has a VOR approach and that is it.

SXM does not have an ILS system, we do have an VOR and an NDB (ADF)...
SXM does know bad weather, look at an ALM crash earlier, they had to abort landing 3 times or something, and finally had to continue to another airport when they ran out of fuel, and believe me, it can get really nasty here!
The reason we don't have an ILS in SXM is because of the procedeures. I understoon they didn't install one, because of the go-around/missed approach procedures. Because of the hill it won't be safe to execute a Go around or a missed approach safely.
Though the VOR/NDB approach we use when the weather is nasty is pretty good. If you execute it well there won't be any problem and a safe landing will be made...
The case of the KLM 744 pic you included, it was discussed in the newspapers here as an extreme dangerous approach... Believe me the pilot wouldnt have done it on purpose as many of the pilots here in the forum know its pretty diffucult to land an plane at the exact beginning of an airfield!
Hope I explained something, ask any questions, I'll try to answer them for you

Oh well, Mins for VOR approaches are pretty low. If you can't land at TNCM, you could always divert to TJSJ (San Juan), or TNCC (Curacao).
They've got plenty of approaches there!

TNCM
A VOR/DME Approach runway 09 ONLY, runway 27 is not used for landing
And a visual on runway 09
Runway 09 has a PAPI, but that is just for the visuals so they don't cut some heads of people..
