Yes it is...
and i think i know finally what is going wrong with this lag problem.
some of the textures are probably not formated to DTX3 without mips.
i will inspect the textures folder.
i found this out working on my Super Carrier.
improper formated textures WILL slam your sim's world into the blurries!

THIS IS what happens when 21 people do NOT follow instructions to TEST the scenery and report problems.
i screamed bloody murder more than once at the group for this.
